REPUBLICAN VALUES: Rosie has been a registered Republican for over 40 years. She can be trusted to carry our Republican values representing Santa Ana, Garden Grove and Anaheim, into the House of Representatives. Rosie is a solid conservative with a proven track record of voting for Republican philosophy as an Elected Official in Central Orange County for almost two decades now. She was elected twice to the Orange County Republican Party Central Committee; has served as a California Republican Party Delegate; served on the State Republican Education Committee; and was appointed by Congressman Bob Dornan as a Delegate to the National Republican Convention which nominated President W. H. Bush in Houston, Texas. Rosie is a member of the Republican Women’s Federated.

PRESIDENTIAL APPOINTEE: Rosie was appointed by President George W. Bush to serve on the President’s Commission on White House Fellows. This commission selects the top 12 young men and women to work with Cabinet Members in Washington D.C. for one year. Rosie also served as a RENEW Woman Advisor to Congress under the direction of the former Speaker of the House, Newt Gingrich.

MORAL LEADERSHIP: Rosie is a Trustee for Biola University, a private Christian Liberal Arts University. She offers proven Republican moral leadership at this crucial juncture in our nation’s history. Rosie is Pro-life and is the original co-author of the Parental Notification Initiative (A similar initiative which failed statewide, won by 58% in the District). With Sarah’s Law on the ballot in November, Rosie will enjoy a huge advantage in the Christian Community of cross-over voters (Two family initiatives are expected to be on the ballot this November). Rosie is the perfect candidate to carry the pro-family banner in this pro-family District.

NAME RECOGNITION: As an outspoken conservative, Rosie is consistently the top-vote getter, not only in the heart of the 47^th Congressional District, but also within the area that has the highest concentration of registered Democrats! Rosie has been elected four times to the Santa Ana School Board. She is currently serving her 17th year. In her first election she beat three incumbents and later received twice as many votes as Nativo Lopez, once considered the best organizer in the Latino Community. In 2002, Lopez suffered a crushing defeat in a school board recall election, loosing in every precinct by a 2 to 1 margin - thanks in large part to the organizational skills of Rosie and her supporters.

FAMILY VALUES: Faithfully married 35 years to her husband, Jim Avila, Rosie is the mother of five children, including one with cerebral palsy and has one grandchild. Rosie supported Prop. 22, the California Marriage Initiative and authored a Parental Notification initiative, all which won in the 47^th District.

GRASS ROOTS CAMPAIGN EXPERIENCE: Rosie knows how to build a campaign team and she knows how to fight big-money opponents. In most of her elections she has had a strong Democrat enemy. In one election, Nativo Lopez outspent her 12 to 1 and Rosie was the still the top vote getter once again.

PARTY FUNDING SUPPORT: The district is currently 35% Republican to 43% Democratic and 18% Decline to State. The Republican Party has recently committed $75,000 to Voter Registration efforts in this Congressional District alone. About 110,000 voted in the 2004 Presidential Election with President George W. Bush winning in this district, making it actually part of our Red County.

COMMUNITY APPEAL: As a staunch anti-communist, Rosie can identify with the plight of communist refugees. Being a first generation immigrant, her family moved to the United States from Guatemala to escape Communism in 1953. Her father was placed on a Black List for speaking out against communism in Guatemala. The 47^th Congressional District has many families from Central America, Vietnam and Cuba, who can relate to her experience.

COMPASSIONATE LEADERSHIP: Rosie has a demonstrated track record in the community that she cares for families and children. As President and Founder of the Orange County Youth Commission, a 501(c)3 non- profit organization, Rosie provides low-income disadvantaged children in the 47^th Congressional District, academic tutoring, structured sports and character education, free of charge. To date, Rosie has established 18 after school programs at public school sites and neighborhood locations, including the Santa Ana Boxing Club. In a full page article in the OC Register the headlines read, “Reformed Contender: At the Santa Ana Boxing Club lives of youths once troubled are being transformed.” The boxing club also has appeared in the Spanish newspaper and recently was featured on CNN!

SUCCESSFUL BUSINESS WOMAN: Rosie knows what it is like to have to meet payroll, pay Worker’s Comp. Insurance, Unemployment Insurance and provide medical benefits for employees. Ten years ago Rosie started a non-profit organization that now has seven employees that oversees 18 programs that serves almost 1,000 disadvantaged young people. Rosie also serves on the newly formed Santa Ana Anti-gang Commission (EPIC Early Prevention and Intervention. Rosie is committed to ending gang violence and has seen young teens in her after-school programs leave the gangs, grateful for a chance at a better life.

EFFECTIVE EDUCATIONAL LEADER: Rosie is tenacious and committed and has a proven track record fighting and winning on the following issues:

· Bilingual Education. Ending Bilingual Education has been Rosie’s signature issue. She wrote an editorial exposing it’s failure, worked to pass Prop. 227, recalled Nativo Lopez and called for a Grand Jury investigation insisting on English instruction in the classrooms.

· Board Ethics: After Rosie exposed the corruption of Nativo Lopez who was recalled, she led the S. A. Unified School District in passing a new ethics policy to prevent the misuse of public funds.

· Reading: Rosie successfully brought in an effective, proven phonics-based reading program.

· Math: Rosie exposed “fuzzy math” and successfully returned the district to mastery of basic math.

· Constitution Test: Despite great opposition, the district now requires all students to pass a U.S. Constitution Test before being allowed to go on to high school.

Rosie has written numerous editorials, debated state initiatives and regularly appears on FOX NEWS, CNN, ABC, cable television and radio talk shows as a trusted source of information.
